Promotional Animated GIF banners and flags

I am wondering if animated (gif) banners and flags would influence people to look at promotional products which are on a site, rather than just fading / scrolling text.

It just a way of making something stand out but people these days are conditioned not to look at banners and some just block them

as scotty is saying, people are becoming blind to advertising banners, so animated banners would draw peoples eye slightly easier, although wether it improves click rates, not sure, trial and error really, best way to find out it to test the idea
