I put an item up for sale on ebay last night (thursday) started it at 0.99p and a reserve of £200 as its worth quite a bit. Looked this morning and its already had one bid of £200.

I was always under the impression that the first bid would be for the start price, even if they used the proxy big function.

Have they changed this?

Not if there is a reserve i think - what would be the point - if the bidder has bid on proxy more than the reserve it will automatically go to the reserve price
