Not entirely sure where this topic goes so I took the safest bet.

If you decide to use SEO URLs once your site is established do you have to use 301 redirects in .htaccess for all pages?

it depends on how the mod works, if its got rewrite rules in the htaccess file, old links will still work and should foward onto where they are meant to go, you shouldn't end up will dead links on google and the like, showing the old url before the SEO urls were generated.

so in short, no ;)
