Can you explain a bit about the list? Are these useful for networking and creating links?

This is really helpful. I have already copied the links you posted. And yes, this is helpful most especially if these sites are related to yours.

and still the best way to gain backlinks is by producing content that people will WANT to bookmark , known as link bait , writing content that fulfills a need will always return quality backlinks , as opposed to swapped links with irrelevant sites and links from "link farms" ,

as an aside the web builder you are advertising  .....  do you have a demo site that doesnt involve a sign up to view ??

backlinks are useful but not essential , the best basis when you start your SEO is great well written content on your own site , if you provide the content backlinks will grow naturally if you supply enough link bait ;)  ... It's the content relevancy and quality that attracts links naturally :)

(link bait = interesting and bookmarkable content )  ....

Do links in forums + signatures actually provide SEO value? I'm still a little skeptical.

not enough value to really bother about to be honest. Website content is king as far as SEO is conserned.
The links in my signature are for forum users benefit, so they can have a nosy at who I am if they want, not for any SEO value.
